S. 1539 — Depot Investment Reform Act

This section modifies the minimum capital investment calculation for certain Department of Defense depots by basing it on the preceding fiscal year, the current fiscal year, and the estimated amount for the following fiscal year (from the preceding three fiscal years). (As background, the requirement under 10 USC 2476 preserves core depot-level maintenance capabilities for weapon systems.)
