S. 1550 — Improving SCRA Benefit Utilization Act of 2025

This section revises the financial literacy training program for members of the armed forces by (1) adding to the required topics consumer financial protections afforded to members and their dependents under the law, including interest rate limits under section 207 of the Servicemembers Civil Relief Act (50 U.S.C. 3937) (i.e., a 6% cap on interest rates accruing on certain preexisting debts during military service); and (2) requiring assessments of members' financial preparedness to include knowledge and use of such SCRA interest rate protections.

This section requires the Secretaries concerned to provide written notice of Servicemembers Civil Relief Act benefits to servicemembers at specified times, including (1) upon first entry into military service; and (2) for reserve component members, (A) upon first entry into reserve service and (B) when mobilized or individually called or ordered to active duty for more than 30 days.

This section expands creditor obligations under the Servicemembers Civil Relief Act (SCRA) interest rate cap on servicemember pre-service debts (i.e., limits interest to 6% during service, and one year thereafter for mortgages). (1) Upon receiving notice and proof of military service for one such debt under subsection (b)(1), creditors must apply the cap to all servicemember obligations or liabilities to that creditor incurred before service, whether or not mentioned in the notice; and (2) creditors must provide mechanisms allowing servicemembers to submit required documents online, by mail, or by fax at the servicemember's election.
