S. 1555 — Made in America Manufacturing Finance Act of 2025

This section establishes a definition of "small manufacturer" as a small business concern whose primary business is classified in North American Industrial Classification System (NAICS) sectors 31, 32, or 33 (i.e., manufacturing industries) and whose production facilities are all located in the United States.

This section increases maximum outstanding debt limits eligible for SBA guarantees under the 7(a) loan program (i.e., the agency's primary program guaranteeing loans from private lenders to small businesses unable to obtain credit elsewhere) for small manufacturers as follows: (1) to $7.5 million (from $3.75 million) generally, or if the gross loan amount would exceed $10 million; (2) to $9 million (from $4.5 million) for loans primarily for working capital, supplies, or export financing under paragraph (14), of which not more than $8 million may be used for those purposes, or if the gross loan amount would exceed $10 million; and (3) to $10 million (from $5 million) for export working capital loans under paragraph (14).
