This section removes general service lamps from the list of covered products under the Energy Policy and Conservation Act (EPCA) by striking paragraph (14) of Section 322(a) (42 U.S.C. 6292(a)) and redesignating paragraphs (15) through (20) as (14) through (19), respectively. (As background, EPCA designates certain consumer products, including lamps, as "covered products" subject to Department of Energy test procedures, labeling requirements, and energy conservation standards.) It makes conforming amendments to (1) the definition of energy conservation standard in Section 321(6)(B) (42 U.S.C. 6291(6)(B)) to reflect the redesignated paragraphs; (2) various provisions in Sections 324 (42 U.S.C. 6294, labeling), 325(n)(1) (42 U.S.C. 6295(n)(1), compliance certifications), 323(b) (42 U.S.C. 6293(b), test procedures), 327 (42 U.S.C. 6297, preemption of state standards), and 334 (42 U.S.C. 6304, exportation); and (3) Section 325 by striking subsection (i) (42 U.S.C. 6295(i), standards for general service lamps) and inserting "(i) Reserved," and by striking subsection (l)(4) (42 U.S.C. 6295(l)(4)). This section further terminates three Department of Energy rules establishing energy conservation standards and definitions for general service lamps (87 Fed. Reg. 27439 and 27461 (May 9, 2022); 89 Fed. Reg. 28856 (April 19, 2024)). (Thus, the Department of Energy loses authority to regulate energy conservation standards, test procedures, and labeling for general service lamps.)
