S. 1572 — Federal Carjacking Enforcement Act

This section revises the federal carjacking statute (18 U.S.C. 2119) by replacing the requirement that the offender act “with the intent to cause death or serious bodily harm” with a requirement that the offender act “knowingly.” It further limits the enhanced penalty for cases in which death results by requiring that the motor vehicle be taken with the intent to cause death or serious bodily harm.
