S. 1583 — AUSSOM Funding Restriction Act of 2025

This section defines, for purposes of the Act, (1) appropriate congressional committees as the Senate Committees on Foreign Relations and Appropriations and the House Committees on Foreign Affairs and Appropriations; (2) AUSSOM as the African Union Support and Stabilisation Mission in Somalia, established as the successor mission to the African Union Transition Mission in Somalia under United Nations Security Council Resolution 2767 (2024); and (3) Resolution 2719 as United Nations Security Council Resolution 2719, adopted on December 21, 2023.

This section declares it to be the policy of the United States (1) to support Somali- and African partner-led initiatives to contain and defeat al-Shabaab and ISIS-Somalia, foster peace, security, stability, and economic development in Somalia, and develop functional Somali state institutions at national and federal member state levels; (2) to ensure appropriate and fair burden sharing at the United Nations, including for UN peacekeeping missions and UN support to African Union (AU) peace support operations; (3) to uphold conditions in UN Security Council Resolution 2719 for case-by-case application of UN assessed contributions to AU peace support operations—including that such contributions not exceed 75% of an operation's annual budget under a "one mission, one budget" model (with the remaining 25% from international extra-budgetary resources), compliance with specified human rights due diligence policies and conduct frameworks (i.e., UN Human Rights Due Diligence Policy, AU Compliance Framework on International Human Rights Law, AU Policy on Conduct and Discipline, and AU Policy on Prevention and Response to Sexual Exploitation and Abuse), prioritization of civilian protection, and application of accountability mechanisms to UN member states; (4) to judiciously consider U.S. support for UN assessed contributions to AU peace support operations, including selection of an initial application under Resolution 2719 to a new crisis or threat requiring an AU-led multilateral response with clear, achievable objectives; and (5) to encourage alternative funding mechanisms for the African Union Support and Stabilization Mission in Somalia (AUSSOM) that do not rely on UN assessed contributions, to diversify financial burdens and promote responsibility-sharing.

This section prohibits obligating or expending U.S. assessed contributions to the United Nations (UN), including any UN organ, agency, or entity, for (1) any activity related to implementing UN Security Council Resolution 2719 (which authorizes the African Union Support and Stabilization Mission in Somalia (AUSSOM)) in support of AUSSOM or any other African Union-led peace support mission in Somalia; or (2) any program, project, or initiative for Somalia directly linked to Resolution 2719's mandate. It directs the U.S. Ambassador to the UN to oppose any UN Security Council resolution authorizing such funding and to decline consensus on related UN Security Council products, including letters from the UN Security Council President. The prohibition does not apply to (1) UN assessed contributions for the UN Support Office in Somalia (UNSOS) as approved by the UN Security Council; (2) U.S. voluntary contributions to the UN or funds expressly appropriated by Congress for AUSSOM; (3) humanitarian assistance funded by UN assessed or voluntary contributions and delivered through nongovernmental organizations or UN agencies operating independently of AUSSOM; or (4) expenditures for salaries of U.S. personnel, administrative costs, or support services associated with oversight or monitoring of U.S. assessed contributions to ensure compliance.

This section directs the Secretary of State, not later than 60 days after enactment and annually thereafter, to assess the African Union's ability to meet the terms and conditions in paragraphs 3 through 13 of UN Security Council Resolution 2719 for African Union-led peace support operations to receive UN assessed contributions. The assessment must be conducted independently of any assessment by the UN Secretary-General reported to the UN Security Council under paragraphs 15 and 16 of the resolution.

This section requires the Secretary of State to submit to the appropriate congressional committees, not later than 90 days after enactment of this Act and annually thereafter, a report containing (1) the findings of the assessment required under section 5; (2) the total assessed contributions of the United States to the United Nations (UN) for peacekeeping; (3) the allocations and expenditures for assessed contributions to the UN under UN Security Council Resolution 2719 (which authorizes the African Union Support and Stabilization Mission in Somalia (AUSSOM)); (4) an assessment of how UN assessed contributions are used to implement Resolution 2719; (5) an analysis of AUSSOM's performance and effectiveness, including the types and impact of U.S. support to Somalia directly or indirectly affecting the mission and its objectives; (6) a breakdown of financial and other support for AUSSOM provided by the UN, African Union, European Union, and other international and regional actors, including bilateral and multilateral contributions; (7) the status of and progress toward alternative funding mechanisms for AUSSOM; and (8) a description of measures taken to ensure compliance with section 4.

This section expands congressional consultation requirements under the United Nations Participation Act to include African Union peace support operations receiving United Nations assessed contributions under UN Security Council Resolution 2719 (2023), in addition to United Nations peacekeeping operations. (Thus, prior consultations on decisions to introduce, support, or fund such operations now encompass these specific African Union operations.)
