S. 1585 — Reduction in Force Review Act

This section amends the Congressional Review Act (CRA) to subject federal agency reductions in force (RIFs), authorized under subchapter I of chapter 35 of title 5, United States Code, and certain other workforce actions to congressional review. Specifically, it (1) requires agencies submitting CRA reports on proposed RIF rules to include a detailed justification covering the specific reasons for the RIF, anticipated impacts on employees and operations, alternatives considered and rejected, consultations with affected employees and their representatives, and effects on veteran employees; and (2) expands the definition of "rule" to explicitly include RIF-related rules or orders and any significant agency action substantially affecting non-federal parties' rights or obligations (e.g., workforce restructuring, office closure, or other material impacts on employees or operations). (Thus, Congress may disapprove such actions via joint resolution of disapproval under the CRA.)
