S. 1607 — INSPECT Act

This section amends the definitions of "establishment" and "head of the establishment" in 5 U.S.C. §401 to include the National Institutes of Health (NIH), Centers for Disease Control and Prevention (CDC), and Food and Drug Administration (FDA)—agencies within the Department of Health and Human Services responsible for biomedical research, public health protection, and food and drug safety regulation, respectively. It further directs the President to appoint Inspectors General for the NIH, CDC, and FDA not later than one year after enactment, in accordance with 5 U.S.C. §403(a). (Thus, these agencies receive dedicated Inspectors General for independent oversight, separate from the HHS-wide Inspector General.)

This section directs that this Act and its amendments be carried out using amounts otherwise appropriated to the Office of the Inspector General of the Department of Health and Human Services and authorizes no additional appropriations for such purposes.
