S. 1612 — No Official Palestine Entry Act of 2025

This section modifies the prohibition on U.S. payments for its share of United Nations (UN) expenses if the Palestine Liberation Organization (PLO) is accorded “any status, rights, or privileges beyond observer status” in UN agencies (from “the same standing as member states”). (Thus, the funding restriction, originally enacted in Section 414(a) of the Foreign Relations Authorization Act, Fiscal Years 1990 and 1991, now applies to a broader range of possible PLO statuses.)

This section revises limitations on U.S. contributions to the United Nations and affiliated organizations by striking "full membership" each place it appears and inserting "any status, rights, or privileges beyond observer status" in Section 410 of the Foreign Relations Authorization Act, Fiscal Years 1994 and 1995. (Thus, the prohibition on such contributions—previously triggered only by full UN membership for certain entities such as the Palestine Liberation Organization—now applies to any upgrade beyond observer status.)
