This section establishes a subpage on the website required under the Federal Funding Accountability and Transparency Act of 2006 (i.e., USAspending.gov) for public reporting of covered federal agencies' disaster assistance provided to eligible recipients. Not later than 30 days after the end of each calendar quarter, each such agency must publish on the subpage, in machine-readable format: (1) the total amount of disaster assistance provided that quarter; (2) the amount expended or obligated to projects or activities; and (3) a detailed list of those projects or activities, including each one's name, description, completion status, award identification number, FEMA Catalog for Disaster Assistance number, location (including ZIP codes), and any agency-specific reporting requirements. The Director of the Office of Management and Budget (OMB), in consultation with the Secretary of the Treasury and agency heads, must establish the subpage; agencies must issue implementing guidance in coordination with OMB and Treasury; and OMB may contract with a private entity if needed for transparency.
This section defines key terms for purposes of the Act, including: (1) covered Federal agency, meaning any agency providing assistance under the Robert T. Stafford Disaster Relief and Emergency Assistance Act, the Small Business Administration, or the Department of Housing and Urban Development; (2) disaster assistance, meaning any funds made available by the federal government in response to a specified natural disaster (e.g., Small Business Administration disaster loans under section 7(b) of the Small Business Act [15 U.S.C. 636(b)], certain Housing and Community Development Act block grants, National Flood Insurance Program coverage, or Stafford Act assistance); (3) eligible recipient, meaning any non-individual entity that receives disaster assistance directly from the federal government (including states); and (4) specified natural disaster, meaning certain fires, major disasters or emergencies declared under the Stafford Act, or any other natural disaster with a federal disaster declaration.
