S. 1644 — Autonomy for Disabled Veterans Act

This section revises the cost limitations on improvements and structural alterations to veterans' residences that the Department of Veterans Affairs may furnish as part of home health services under 38 U.S.C. 1717(a)(2). It replaces the prior caps—which ranged from $1,200 to $6,800 depending on the veteran's eligibility category under 38 U.S.C. 1710(a) and application date relative to May 5, 2010—with new caps of $6,800 for veterans who first applied before enactment for a non-service-connected disability later determined to be service-connected, and $10,000 for veterans who first apply on or after enactment. The section further (1) requires annual adjustment of those amounts beginning on the first day of each fiscal year by the percentage increase in the residential home construction cost index (or no change if the index is flat); (2) limits such improvements and alterations to three per veteran; and (3) provides that veterans who exhausted eligibility prior to enactment receive no additional benefits under these amendments.
