S. 1649 — Sporting Goods Excise Tax Modernization Act

This section treats marketplace providers as the importers and sellers of taxable sporting goods (i.e., articles subject to the IRC §4161 excise tax, such as firearms, bows, and arrows) for specified marketplace sales of imported articles where the provider facilitates listings and payments but is not the manufacturer. It applies to sales during calendar quarters beginning more than 60 days after enactment and authorizes regulations to implement the rule, including for related persons.
