S. 1654 — Safe and Private Rides Act

This section requires transportation network companies (TNCs)—i.e., ride-sharing platforms such as Uber—to (1) require drivers to register vehicle cameras recording passengers; (2) notify passengers of such cameras; (3) provide app-based notice and an opt-out opportunity independent of terms of service acceptance; (4) limit retention or transfer of passenger recordings except for specified purposes (i.e., reporting crime, insurance, or terms-of-service compliance); and (5) establish violation reporting mechanisms, with standards ensuring opt-outs are accessible and based on affirmative customer action. It limits TNC liability for compliant drivers' violations and directs the Federal Trade Commission (FTC) to enforce violations as unfair or deceptive acts under FTC Act section 18(a)(1)(B) (15 U.S.C. 57a(a)(1)(B)), incorporating all FTC Act powers, penalties, privileges, and immunities. Requirements take effect 180 days after enactment and defines key terms, including TNC (excludes nonprofit carpools and government/microtransit services).
