S. 1667 — Homeless Children and Youth Act of 2025

This section revises definitions in the McKinney-Vento Homeless Assistance Act (42 U.S.C. 11301 et seq.), including the general definition of homeless in section 103(a) and definitions for the Continuum of Care program in section 401. It (1) in section 103(a)(5)(A), strikes restrictive language on sharing housing with others, increases to 30 days (from 14 days) the required sharing duration in two places, and simplifies qualifying conditions; (2) adds section 103(a)(6) to include any child or youth defined as homeless under another federal program if verified as such by a program official under this Act or another federal statute without further HUD action; (3) revises section 103(b) to cover individuals experiencing or who have experienced domestic violence, dating violence, sexual assault, stalking, human trafficking, or other dangerous or life-threatening conditions; (4) adds section 103(f) defining cross-referenced terms from section 401 and section 103(g) requiring HUD to ensure equal eligibility and priority for all individuals defined as homeless under section 103(a) or (b); (5) in section 401, updates multiple definitions to reference any provision of section 103, expands unaccompanied homeless youth in new paragraph (3)(A)(iii) to include minor heads of household with a child with a disability or an infant or toddler with a disability (as defined in the Individuals with Disabilities Education Act), inserts new paragraph (2) defining "child or youth defined as homeless under any other Federal program" to include homeless children or youth under ESEA section 725 (including accompanying parents or guardians) and youth up to age 24 without safe living arrangements with parents, relatives, or others, and inserts new paragraph (14) listing "other Federal statutes" (e.g., Runaway and Homeless Youth Act, Head Start Act, Higher Education Act of 1965, United States Housing Act of 1937); (6) in section 402(f), requires consolidated plans to consider homeless individuals under any provision of section 103 and adds annual submission of HMIS data to HUD; and (7) inserts a new section after section 408. (Thus, the changes broaden eligibility for HUD homeless assistance programs by incorporating verifications from other federal programs such as the Higher Education Act.)
