S. 1668 — End Crypto Corruption Act of 2025

This section prohibits the President, Vice President, Members of Congress, individuals appointed to Senate-confirmed positions, and special Government employees associated with the Executive Office of the President, as well as their spouses and dependent children, from directly or indirectly engaging in prohibited financial transactions involving cryptocurrencies, meme coins, non-fungible tokens, stablecoins, or other digital assets sold for remuneration. The prohibition applies during the covered individual’s term of service and for the one-year period after termination, excludes routine purchases or holdings accessible to the general public, and deems such conduct an unofficial act beyond the scope of official duties for civil liability purposes. Violators are subject to a civil penalty of not more than 10 percent of the value of the financial interest or the amount of any financial gain, whichever is greater, plus disgorgement of profits to the Treasury.

This section establishes criminal penalties for covered individuals—including the President, Vice President, Members of Congress, Senate-confirmed appointees, and certain special Government employees associated with the Executive Office of the President—who engage in prohibited financial transactions. It defines a prohibited financial transaction as the issuance, sponsorship, or endorsement of a cryptocurrency, meme coin, token, non-fungible token, stablecoin, or other digital asset sold for remuneration, or any comparable interest acquired through derivatives or similar synthetic means, while excluding routine transactions available to the general public. A covered individual who knowingly violates 5 U.S.C. 13152(a) and causes an aggregate loss of at least $1,000,000 or receives a financial benefit (directly or indirectly through family members or business associates) faces a fine, imprisonment for up to 5 years, or both. A covered individual who knowingly violates 5 U.S.C. 13152(a) and corruptly demands, seeks, receives, or accepts anything of value in return for being influenced in official acts faces a fine of up to twice the value of the thing received, imprisonment for up to 5 years, or both, and possible disqualification from federal office. The section further provides that intent to create the financial interest is not required for liability and deems any such conduct an unofficial act outside the scope of official duties.
