S. 1669 — CRAWDAD Act

This section modifies the Emergency Assistance for Livestock, Honey Bees, and Farm-Raised Fish Program (ELAP) (i.e., provides Commodity Credit Corporation-funded payments to eligible producers for specified livestock, honey bee colony, and farm-raised fish losses due to adverse conditions such as weather or disease) by (1) inserting "drought" after "adverse weather" in subsection (d)(1); (2) in subsection (d)(2), inserting "adverse weather, drought" after "disease" and inserting "and losses of crawfish harvest due to adverse weather or drought" after "cattle tick fever"; and (3) adding paragraph (5) to subsection (d) requiring the Secretary of Agriculture, in consultation with eligible producers of farm-raised fish, to establish documentation standards for (A) collecting data, (B) crawfish production as related to reductions in harvest, and (C) defining loss conditions due to drought.

This section revises the definition of livestock under the Livestock Forage Disaster Program to mean "livestock, whether weaned or unweaned" (from "livestock"). (The program compensates eligible livestock producers for grazing losses due to qualifying drought, excessive heat, or fire.)
