S. 1694 — DHS Restrictions on Confucius Institutes and Chinese Entities of Concern Act

This section restricts eligibility for Department of Homeland Security (DHS) funds for any institution of higher education—as defined in section 102 of the Higher Education Act of 1965 (20 U.S.C. 1002)—that maintains a relationship (i.e., any contract, agreement, in-kind donation, or gift) with a Confucius Institute (i.e., a cultural institute funded by the Government of the People’s Republic of China) or a Chinese entity of concern (i.e., any university or college in the People’s Republic of China involved in military-civil fusion, the defense industrial base, or related activities), beginning with the first fiscal year that begins after 12 months from the date of enactment of this Act, unless the institution terminates the relationship. Upon termination of the relationship, the institution regains eligibility for DHS funds.
