S. 1698 — Small Business Disaster Coordination Act

This section enhances coordination between the Small Business Administration (SBA) and its resource partners (i.e., Small Business Development Centers, women's business centers, and SCORE) for disaster response and planning. Specifically, the section (1) authorizes the SBA Administrator to permit resource partners to provide advice, information, and assistance to small businesses in disaster areas eligible for SBA physical disaster loans (under section 7(b)(2)) outside their normal service areas, for up to two years after disaster declaration (extendable at the Administrator's discretion), provided they coordinate with local resource partners, ensure service continuity in home areas, and use SBA-designated sites; (2) requires SBA disaster loan public notices to include links to resource partner websites and directs SBA to share that information with resource partners to amplify applicant outreach; (3) revises guidelines under the SBA's surge capacity program (section 40) to explicitly require coordination with resource partners, other agencies, and state/local authorities to address counseling demand; and (4) requires the SBA manufacturing assessment coordinator to include resource partners in disaster planning efforts.
