S. 1712 — Criminal History Access Act of 2025

This section defines, for purposes of the Act, (1) a peace officer standards and training agency as a state agency with statutory authority to set standards for hiring, training, ethical conduct, and retention of state law enforcement officers through certification, licensing, or similar processes; and (2) State as each of the 50 states, the District of Columbia, Puerto Rico, the Virgin Islands, Guam, American Samoa, the Northern Mariana Islands, and any other U.S. territory or possession.

This section amends 28 U.S.C. 534(e) to authorize the Attorney General to exchange FBI identification records with peace officer standards training agencies, as defined in section 2 of the Criminal History Access Act of 2025 (in addition to authorized state and local criminal justice agencies). The section further requires the Attorney General to amend regulations in 28 C.F.R. pt. 20 within 180 days of enactment to implement this change.
