§2.Human spaceflight infrastructure and commercialization of space support at Johnson Space Center
This section appropriates $1,000,000,000 to the NASA Administrator, in addition to amounts otherwise available and to remain available until September 30, 2034, for 18 specified infrastructure projects at Johnson Space Center to support human spaceflight training, mission control, research, and commercial space activities. (As background, Johnson Space Center serves as NASA's primary facility for astronaut training, mission operations, and curation of extraterrestrial samples.) The projects include (1) preparation of the Neutral Buoyancy Lab for commercial space station training, lunar-suited operations, and Department of Defense collaborations; (2) upgrades to the Astromaterials Curation and Research facility; (3) modernization of the Mission Control Center for crewed missions beyond low-Earth orbit; (4) upgrades to Ellington Field astronaut flight training facilities; and repairs, replacements, or modernizations to electrical systems, HVAC, chillers, fire alarms, foundations, space food systems laboratory, asbestos mitigation, vacuum chambers, roofs, imagery laboratory, chilled water lines, and astronaut and cargo aircraft. Any remaining funds shall be used for additional facility or infrastructure upgrades to enable NASA and commercial entities to develop advanced spacesuits, hardware, food systems, vacuum chambers, and simulations for missions to low-Earth orbit, the Moon, and Mars, as determined by the Administrator.
