S. 1743 — Extreme Heat Economic Study Act of 2025

This section directs the Under Secretary of Commerce for Oceans and Atmosphere, acting through the National Oceanic and Atmospheric Administration's (NOAA) Climate Program Office and in coordination with the National Integrated Heat Health Information System, to conduct an economic impact study quantifying the financial costs of extreme heat, including the dollar value of loss of life and property. The study must (1) evaluate health impacts such as mortality and morbidity using standard valuation methodologies, and property damage to the extent practicable; (2) account for medical assistance costs, insurance claims, workers' compensation data, labor productivity losses, business interruptions, critical infrastructure effects, increased energy costs for cooling, and crop and livestock impacts; (3) solicit feedback from specified federal agencies (e.g., Centers for Disease Control and Prevention, Department of Energy), non-federal partners, and others; and (4) include recommendations for a national system to track health care costs from extreme heat events, improve heat death reporting accuracy, and measure labor productivity losses. The Under Secretary may use an external organization such as the National Academies of Sciences, Engineering, and Medicine and must leverage existing databases; not later than four years after enactment, NOAA must publish the report on HEAT.gov and authorize its public use, including in an open-access peer-reviewed journal. The section authorizes $3,500,000 for this purpose.
