This section directs the President to submit to the appropriate congressional committees (i.e., specified Senate and House committees on foreign relations, banking, and financial services), not later than 180 days after enactment, a determination and detailed justification on whether any of 49 specified current and former Hong Kong Special Administrative Region officials—four previously sanctioned persons with updated roles (e.g., John Lee Ka-chiu, Chief Executive) and 45 others (e.g., judges, magistrates, prosecutors)—meet the criteria for sanctions under (1) the Global Magnitsky Human Rights Accountability Act (22 U.S.C. 10102), (2) E.O. 13818 (blocking property of persons involved in serious human rights abuse or corruption), (3) the Hong Kong Human Rights and Democracy Act of 2019, (4) the Hong Kong Autonomy Act, or (5) E.O. 13936 (Hong Kong Normalization). (Thus, prompts review for potential visa ineligibility, visa revocation, or property blocking against these officials for gross human rights violations or significant corruption.)
