S. 1757 — Efficient Nuclear Licensing Hearings Act

This section revises Nuclear Regulatory Commission (NRC) hearing procedures under the Atomic Energy Act of 1954 for construction permits, operating licenses, combined construction and operating licenses, amendments thereto, and uranium enrichment facility licenses by (1) authorizing issuance without a hearing if no affected person requests one, following 30 days notice and Federal Register publication (dispensed with for amendments involving no significant hazards consideration); (2) requiring informal adjudicatory procedures for any hearings held; (3) replacing the combined license prerequisite of holding a public hearing with completing the notice period or holding a hearing, as applicable; and (4) conditioning uranium enrichment facility hearings on requests from affected persons. The amendments apply to all applications and proceedings pending before the NRC on or after enactment.
