S. 1758 — RTCP Revitalization Act

This section revises the program for reimbursing geographically disadvantaged farmers and ranchers (i.e., those in Alaska, Hawaii, or insular areas) for costs to transport agricultural commodities or production inputs over 30 miles. Specifically, it (1) makes such reimbursements mandatory rather than subject to the availability of appropriated funds; (2) prohibits the Secretary from imposing per-recipient payment limits in any fiscal year where available funding equals or exceeds eligible applications (previously, total payments were capped at $15 million per fiscal year); and (3) provides mandatory funding from the Commodity Credit Corporation of $10 million for FY2026, increasing annually to $15 million for FY2031 and each fiscal year thereafter (previously, only appropriations were authorized with no guaranteed funding).
