This section prohibits the use of federal funds for unemployment compensation benefits paid to individuals whose wages during their base period equal or exceed $1,000,000, or for associated administrative costs, under federal unemployment compensation programs (i.e., UC for federal civilian employees and ex-servicemembers under 5 U.S.C. ch. 85, extended benefits, federal temporary extensions, federal weekly benefit increases, and other federal UC programs as determined by the Secretary of Labor), effective for weeks of unemployment beginning on or after enactment. It requires (1) self-certification of wage eligibility by applicants; (2) verification of wages by state agencies using available systems; (3) audits of certifications by the Department of Labor or Government Accountability Office; and (4) recovery of overpayments by state agencies. The section further prohibits the Secretary of Labor from promulgating regulations or guidance limiting states' ability to disqualify such individuals from unemployment compensation.
