S. 1774 — Protecting Minors in Federal Health Plans Act

This section prohibits contracts under the Federal Employees Health Benefits (FEHB) program from covering gender-affirming care or services for individuals younger than 18 years of age. It defines gender-affirming care or service as a medical intervention designed to treat gender dysphoria, including hormone therapy, puberty blockers, and surgical procedures aimed at gender transition, but excludes (i) services for medically verifiable disorders of sexual development; (ii) treatments for infections, injuries, or disorders caused or worsened by such interventions; (iii) procedures for imminent risk of death or major bodily impairment not for gender transition; (iv) puberty suppression for precocious puberty; (v) hormone therapy consistent with biological sex for delayed puberty; and (vi) male circumcision. (As background, the FEHB program provides employer-sponsored health insurance to approximately 8 million federal civilian employees, retirees, and family members.) An exception permits continuation of covered hormone therapy for minors receiving it as of the effective date, pursuant to a physician-supervised reduction schedule concluding no later than one year after that date. The prohibition applies to contracts entered into or renewed on or after the date of enactment.
