S. 1780 — Mexico Security Assistance Accountability Act

This section directs the Secretary of State, not later than 180 days after enactment, to submit to the Senate Committee on Foreign Relations and the House Committee on Foreign Affairs a report containing a strategy for U.S. security assistance to Mexico. The strategy must include (1) a detailed plan for using such assistance to dismantle transnational criminal networks trafficking illicit drugs (including fentanyl) and engaged in human trafficking and smuggling, to build Mexico's military and public security capacity at its northern and southern borders, and to strengthen civilian law enforcement, prosecutors, and courts against corruption and impunity; (2) a summary of implementation activities and participating U.S. government entities and nongovernmental organizations; and (3) priorities, milestones, and performance measures. The report must also provide an overview of bilateral U.S.-Mexico cooperation mechanisms (e.g., diplomatic engagements and security assistance programs) and be submitted in unclassified form (with a possible classified annex). Not later than one year after submission and annually thereafter, the Secretary must brief the committees on strategy implementation.
