S. 1802 — CARGO Act of 2025

This section sets forth congressional findings concerning National Institutes of Health (NIH) funding for foreign animal research, including that (1) NIH provided approximately $2.2 billion to foreign organizations for such projects from FY2011 through FY2021; (2) NIH does not inspect foreign organizations, which self-report animal welfare information and thereby risk misrepresenting it; and (3) this lack of oversight has resulted in mistreatment of animals used in U.S.-funded research abroad.

This section prohibits the Director of NIH from awarding any support—including grants, contracts, cooperative agreements, or technical assistance—for any activity or program that uses live animals in biomedical or behavioral research unless the research occurs in the United States (i.e., each state, territory, and possession of the United States).
