This section requires each state to procure, contract for, and use an Enhanced Income Identification and Verification Platform not later than one year after enactment of this Act to remain eligible for federal funds for a covered federal benefit program.
This section defines four terms for purposes of the Act. (1) Covered Federal benefit program means any program administered by the federal government, or by a state or local government using federal funds, in which eligibility for benefits, or the amount of benefits, is determined in whole or in part based on the income of an individual or household. (2) Enhanced gross income means wages and other employment compensation (including from gig economy and self-employment), unemployment compensation, Old-Age, Survivors, and Disability Insurance benefits and associated benefits under title II of the Social Security Act, Supplemental Security Income benefits under title XVI of the Social Security Act, interest and dividends, rental income, royalties, child support and alimony, government cash assistance, regular gifts or contributions, trust or estate distributions, other income available to meet needs (as determined by the Secretary of the Treasury), and other income identified through consumer-permissioned deposit account transaction data. (3) Enhanced Income Identification and Verification Platform means services for automated, real-time data matching and analytics to identify unreported or underreported enhanced gross income or ineligibility indicators; analysis of applicant-permissioned deposit account data (with claimant review and attestation option); and data consolidation to avoid double-counting. (4) State means each of the 50 states, the District of Columbia, and each U.S. territory and possession.
