S. 1823 — Black Vulture Relief Act of 2025

This section authorizes livestock producers (as defined in 7 U.S.C. 1471(i.e., persons or entities actively engaged in livestock, grain, or dairy production)) and their employees to take (i.e., capture, kill, disperse, or transport carcasses of) black vultures (Coragyps atratus) that are causing, or reasonably believed to cause, death, injury, or destruction to livestock, notwithstanding the Migratory Bird Treaty Act (16 U.S.C. 703 et seq.). Prohibits such take through poison. Requires covered persons to submit annual reports by January 31 to the U.S. Fish and Wildlife Service using a form to be developed and made available on the agency's website within 180 days of enactment, which may not be more onerous than existing forms for permitted take under that Act.
