This section expands eligible activities under the state and local reentry demonstration projects grant program (34 U.S.C. 10601)—which supports comprehensive reentry services for individuals returning to communities from incarceration—to include (9) treating substance use disorders (i.e., providing peer recovery services, case management, and access to overdose education and reversal medications) and (10) providing reentry housing services; and reauthorizes that program through FY2030 (from FY2019 through FY2023). The section also reauthorizes through FY2030 (from FY2019 through FY2023) the following grant programs: (1) family-based substance abuse treatment (34 U.S.C. 10595a); (2) evaluating and improving educational methods at prisons, jails, and juvenile facilities (34 U.S.C. 10261(a)(28)); (3) careers training demonstration grants (34 U.S.C. 60511); (4) offender reentry substance abuse and criminal justice collaboration (34 U.S.C. 60521); and (5) community-based mentoring and transitional services grants to nonprofits (34 U.S.C. 60531).
