S. 1845 — No Loan Forgiveness for Terrorists Act of 2025

This section excludes from the definition of public service job under the Public Service Loan Forgiveness (PSLF) program—under which the remaining balance on a borrower's Direct Loans is forgiven after 120 qualifying monthly payments made under an income-driven repayment plan while employed full-time in such a job—employment with any organization that engages in activities that have a substantial illegal purpose, including (1) aiding or abetting a violation of federal immigration laws; (2) materially supporting terrorism, including by facilitating funding to or operations of cartels designated as foreign terrorist organizations or by engaging in violence to obstruct or influence federal policy; (3) materially supporting child abuse, including chemical or surgical castration or mutilation of children or trafficking of children to transgender sanctuary states for emancipation from parents, in violation of applicable law; (4) engaging in a pattern of aiding or abetting illegal discrimination; or (5) engaging in a pattern of violating state tort laws, including those against trespassing, disorderly conduct, public nuisance, vandalism, or obstruction of highways.
