S. 1852 — IBEM Act of 2025

This section revises the expedited process for Presidential permits (i.e., presidential approvals to construct, operate, and maintain facilities at U.S. international land borders) under the International Bridge Act of 1972 by (1) eliminating the prior restriction to applications submitted for specific Texas bridges between December 1, 2020, and December 31, 2024, and expanding eligibility to all international bridges and land ports of entry on the U.S. borders with Mexico and Canada; (2) specifying that the Secretary of State's recommendation to grant or deny a permit, and the President's decision, shall be based solely on whether the project is in U.S. foreign policy interests; (3) requiring applications to the Secretary for both bridges and land ports of entry; and (4) prohibiting the Secretary from compiling or considering any environmental documents under the National Environmental Policy Act (NEPA; 42 U.S.C. 4321 et seq.) for these permits. (Thus, permits are deemed granted if the President does not act within 60 days after the Secretary's recommendation or required deadline.)
