S. 1853 — Parity for Native Hawaiian Veterans Act of 2025

This section revises the definition of "Department of Hawaiian Home Lands" in the Department of Veterans Affairs Native American Direct Loan program (38 U.S.C. 3765(3)(B)) to cross-reference section 801 of the Native American Housing Assistance and Self-Determination Act of 1996 (25 U.S.C. 4221) (from a direct reference to the Hawaiian Homes Commission Act of 1920 (42 Stat. 108)). (The program provides direct home loans to eligible Native American veterans, including those on Hawaiian Home Lands.)

This section requires the Secretary of Veterans Affairs to reimburse Native Hawaiian health care systems (as defined in section 12 of the Native Hawaiian Health Care Improvement Act, 42 U.S.C. 11711) for the costs of health care or services provided to VA-eligible veterans, regardless of whether provided directly, through purchased or referred care, or via travel contracts. It also exempts Native Hawaiians (as defined in such section 12) from cost-sharing requirements for VA medical care.
