S. 1857 — A bill to amend title 14, United States Code, to require the retention of certain enlisted members of the Coast Guard who have completed 18 or more, but less than 20, years of service, and for other purposes.

This section establishes retention protections for Coast Guard enlisted members with 18 or more but less than 20 years of service who face involuntary separation or denial of reenlistment (excluding separations for physical disability or cause). (As background, Coast Guard enlisted personnel qualify for retirement under 14 U.S.C. §2306 after 20 years of service.) For regular component members within two years of retirement eligibility, it requires retention on active duty until retirement-qualified, unless sooner retired or discharged under another law. For Reserve members in active status, it prohibits discharge, denial of reenlistment, or transfer from active status without the member's consent before the earlier of (1) for those with 18-19 years of service, the date of 20 years creditable service or the third anniversary of the otherwise scheduled separation date; or (2) for those with 19-20 years of service, the date of 20 years creditable service or the second anniversary of the otherwise scheduled separation date. It also makes a clerical amendment to the table of contents for chapter 25 of title 14, U.S. Code.
