S. 1861 — Servicemember Healthcare Freedom Act of 2025

This section declares congressional findings that (1) thousands of reserve component and National Guard members work for the federal government in civilian capacities; (2) nearly all Selected Reserve and National Guard members and their families are eligible to purchase TRICARE Reserve Select (TRS) healthcare plans; (3) prior to enactment, Federal Employee Health Benefits (FEHB) eligibility prohibited such members from enrolling in TRS; (4) removing this prohibition provides continuity of care during mobilization cycles; and (5) comprehensive, low-cost health insurance increases Armed Forces readiness and lethality.
