S. 1872 — Critical Infrastructure Manufacturing Feasibility Act

This section directs the Secretary of Commerce, not later than one year after enactment, to conduct a study on products within each of the 16 critical infrastructure sectors (as designated in Presidential Policy Directive 21)—that are necessary for sector construction, maintenance, operation, or restoration, in high demand, and imported due to U.S. manufacturing, material, or supply chain constraints—to (1) analyze the costs and benefits of U.S. manufacturing such products, including effects on jobs, employment rates, labor conditions, and product costs; (2) identify products feasibly manufacturable in the United States; (3) assess the feasibility of and impediments to manufacturing such feasible products in rural areas, industrial parks, or rural industrial parks; and (4) identify inhibiting federal policies, regulations, or guidance. Not later than 18 months after enactment, the Secretary must submit to Congress an unclassified report (which may include a classified annex) on the study results with recommendations on U.S. manufacturing of identified feasible products and make the unclassified report publicly available on the Department of Commerce website. This section does not authorize the Secretary to compel information provision.
