S. 1874 — Title VIII Nursing Workforce Reauthorization Act of 2025

This section revises the advanced nursing education grants program by (1) specifying that traineeships include individuals enrolled in authorized nurse practitioner, nurse-midwifery, nurse anesthesia, and clinical nurse specialist programs; (2) updating authorized nurse-midwifery programs to educate nurse-midwives (from midwives) accredited by the Accreditation Commission for Midwifery Education (removing reference to American College of Nurse-Midwives); and (3) authorizing use of grant funds for fees, including costs for clinical education and preceptors (previously fees only). (The program supports projects to enhance advanced nursing education and practice and provides traineeships to registered nurses pursuing advanced degrees in specialties such as nurse practitioners, clinical nurse specialists, nurse midwives, and nurse anesthetists.)

This section revises the program for strengthening capacity for nurse education and practice (previously titled "basic nurse education and practice") by (1) expanding allowable grant uses under section 831(a) to include audiovisual or other equipment, simulation and augmented reality resources, telehealth technologies, and virtual and physical laboratories (in addition to previously authorized demonstration methodologies) and adding a new use for increasing the number of faculty and students at schools of nursing to address workforce shortages; (2) expanding grant priorities under section 831(b) to include survivors of sexual assault (in addition to survivors of domestic violence) and adding a new priority for partnering with health care facilities, nurse-managed health clinics, community health centers, or other health care providers to establish or expand clinical education opportunities; and (3) making a conforming amendment to remove the term "basic" from a cross-reference in section 806.

This section revises the authorization of appropriations for nursing workforce development programs under Title VIII of the Public Health Service Act— (1) for parts B, C, and D (subject to section 297t(g)), to $184,337,000 for each of fiscal years 2026 through 2030 (from $137,837,000 for fiscal years 2021 through 2025); and (2) for part E, to $121,135,000 for each of fiscal years 2026 through 2030 (from $117,135,000 for fiscal years 2021 through 2025).
