S. 1876 — Stratton Ridge Air Force Memorial Act

This section authorizes the Secretary of Agriculture to permit, by special use authorization, the relocation and installation of a memorial honoring nine Air Force crew members killed in a C-141B transport plane crash on August 31, 1982, from private land adjacent to the Cherohala Skyway in North Carolina to the Stratton Ridge rest area (mile marker 2) in the Nantahala National Forest, subject to the private landowner's consent. The authorization requires site approval by the Secretary in concurrence with the North Carolina Department of Transportation (and the Federal Highway Administration if adjacent to a federal-aid highway); prohibits use of federal funds for relocation, installation, or maintenance; requires the requester to pay all associated costs (including application processing, environmental analysis, and memorial work); and may include terms such as preventing enlargement of the memorial.
