S. 1878 — ATTAIN Mental Health Act

This section directs the Secretary of Health and Human Services (HHS), not later than two years after the date of enactment, to establish and operate an interactive, internet website-based dashboard that improves public access to information on federal grants related to mental health and substance use disorder prevention, treatment, recovery, or support, including for potential applicants such as Tribal Colleges or Universities (as defined in 20 U.S.C. 1059c(b)). The dashboard must comply with the Americans with Disabilities Act of 1990, allow searches by key categories and location, provide specified information on each grant program (e.g., program name, application status for the current fiscal year including opening/closing/award dates, subgrant details where available from states, and identifiers such as grant numbers), and include links to program pages and online applications. HHS must issue a public implementation plan within 180 days after enactment—after consulting federal agencies (e.g., NIH, IHS, HRSA, Education), Indian Tribes and Tribal organizations, and relevant entities (e.g., institutions of higher education including historically Black colleges and universities and Tribal Colleges or Universities, local educational agencies, nonprofits, care providers, and law enforcement)—and must continually update the dashboard with current opportunities while integrating state-provided data as appropriate.
