S. 1883 — DISRUPT Act

This section states congressional findings identifying the People's Republic of China, the Russian Federation, the Islamic Republic of Iran, and the Democratic People's Republic of Korea as foreign adversaries under multiple laws; documenting their deepening bilateral cooperation through specified treaties and agreements since 1961; citing examples of defense cooperation such as weapons transfers (e.g., Iranian drones and North Korean missiles to Russia), dual-use technology sharing, joint military exercises, and cyber operations; and noting their multilateral efforts, including sanctions circumvention and actions in forums such as the United Nations and BRICS, that challenge U.S. interests.

This section declares it the policy of the United States (1) to disrupt or frustrate the most dangerous aspects of cooperation among the People's Republic of China, Russia, Iran, and North Korea—including through sanctions, export controls, public disclosure, and information sharing with allies who share U.S. concerns and have influence over those countries; (2) to constrain such cooperation from expanding its global footprint or capabilities; and (3) to prepare for potential simultaneous challenges or conflicts with multiple such adversaries across theaters by bolstering deterrence in all priority theaters.

This section directs the Secretaries of State, Defense, Treasury, and Commerce, the Director of National Intelligence, and the Director of the Central Intelligence Agency to each establish a task force on adversary alignment (i.e., cooperation among the People's Republic of China, the Russian Federation, the Islamic Republic of Iran, and the Democratic People's Republic of Korea) not later than 60 days after enactment, designate a point of contact as head, staff each with relevant experts and representatives, ensure necessary clearances, and submit a report within 180 days evaluating impacts and recommending organizational changes; it further requires the task force heads to meet quarterly. This section also requires the Director of National Intelligence, within 60 days after enactment and in coordination with other agencies, to submit a classified report to the President, relevant Cabinet officials, and congressional committees assessing the current nature, advantages, five-year trajectory, and risks (including technology transfer, alternative payment systems challenging U.S. dollar dominance and sanctions, conflict assistance, and intelligence threats) of bilateral and multilateral cooperation among those adversaries, along with relationship vulnerabilities and U.S. separation efforts. Finally, this section requires the Secretaries of State and Defense, within 180 days after enactment and in consultation with other specified officials, to submit to congressional committees a report on the U.S. strategic approach to adversary alignment over the subsequent two years, including methods to disrupt cooperation (e.g., defense industrial base connectivity) and a timeline for diplomatic and intelligence efforts to educate allies and partners on associated risks.
