S. 1892 — Crime Victims Fund Stabilization Act of 2025

This section expands sources of deposits to the Crime Victims Fund by adding to the list in section 1402(b)(6) of the Victims of Crime Act of 1984 (1) fines, penalties, or assessments from a declination of criminal prosecution or other similar final disposition not involving a conviction; and (2) through September 30, 2030, amounts recovered under the False Claims Act (31 U.S.C. §§3729-3731), excluding qui tam plaintiff shares under 31 U.S.C. §3730(d) and reimbursements to the government for damages under 31 U.S.C. §3729(a). (As background, the Crime Victims Fund provides grants to states and territories for crime victim compensation programs—which reimburse victims for certain expenses such as medical costs—and victim assistance programs—which offer services such as counseling and crisis intervention.)
