S. 1900 — Taiwan Non-Discrimination Act of 2025

This section sets forth congressional findings concerning the International Monetary Fund's (IMF) purposes, Taiwan's economic significance as the world's 21st largest economy and the United States' 10th largest goods trading partner, U.S. policy supporting Taiwan's participation in international organizations where statehood is not required (including historical support dating to 1979 and reaffirmed in multiple public laws), and IMF legal interpretations allowing flexibility in admitting "countries" to membership (e.g., the Republic of Kosovo joined in 2009 despite lacking UN membership).

This section states the sense of Congress that (1) the size, significance, and connectedness of Taiwan's economy warrant greater participation by Taiwan in the International Monetary Fund (IMF), consistent with the Fund's Articles of Agreement; and (2) Taiwan's experience developing a vibrant, advanced economy under democratic governance and the rule of law should inform international financial institutions, including through increased participation by Taiwan.

This section directs the U.S. Governor of the International Monetary Fund (IMF) to use the voice and vote of the United States to support (1) Taiwan's admission as an IMF member if sought by Taiwan, (2) Taiwan's participation in IMF Article IV surveillance consultations on its economic and financial policies, (3) employment opportunities for Taiwanese nationals without restrictions not generally applied to nationals of IMF member countries, and (4) Taiwan's access to IMF technical assistance and training. It declares U.S. policy not to discourage Taiwan from seeking IMF membership and authorizes the Secretary of the Treasury to waive these requirements for up to one year at a time—upon reporting to Congress that the waiver promotes Taiwan's participation in international financial institutions (as defined in section 1701(c)(2) of the International Financial Institutions Act). The section sunsets on the earlier of IMF Board of Governors approval of Taiwan's membership or 10 years after enactment.

This section requires the Secretary of the Treasury, in each of the next seven years during which testimony is required under section 1705(b) of the International Financial Institutions Act, to describe U.S. efforts to support the greatest practicable participation by Taiwan in each international financial institution (as defined in section 1701(c)(2) of that Act). (Thus, the Secretary's annual congressional testimony on multilateral development banks—such as the World Bank and regional development banks—must address U.S. advocacy for Taiwan's involvement.)
