S. 1903 — A bill to prohibit changes to Medicare and Medicaid in reconciliation.

This section expands the prohibition on budget reconciliation directives under the Congressional Budget Act of 1974 to also bar recommendations affecting the Medicare program under title XVIII of the Social Security Act (42 U.S.C. 1395 et seq.) or the Medicaid program under title XIX (42 U.S.C. 1396 et seq.), in addition to the existing bar on the old-age, survivors, and disability insurance program under title II. (Thus, concurrent budget resolutions may no longer direct committees to recommend changes to Medicare or Medicaid via reconciliation legislation.)
