S. 1905 — SNAP Administrator Retention Act of 2025

This section amends administrative cost-sharing requirements for the Supplemental Nutrition Assistance Program (SNAP)—under which the federal government currently pays 50% of state agencies' administrative costs (e.g., certification, benefit issuance, fair hearings)—as follows: (1) revises subsection (a) to make the 50% federal share subject to new subsections (k) and (m); (2) adds subsection (l) requiring, not later than one year after enactment of the SNAP Administrator Retention Act of 2025, SNAP-administering state agency personnel wages to be not less than applicable federal General Schedule rates under subchapter III of 5 USC chapter 53 (including locality pay), with annual updates at least matching federal increases; and (3) adds subsection (m) directing USDA, upon approval of a state-submitted wage plan due within one year of enactment, to pay 100% (from 50%) of all SNAP administrative personnel costs—including hiring, training per 7 USC 2020(e)(6)(B), maintenance, and wage compliance—provided states use funds to supplement (not supplant) non-federal funds for existing administrative personnel costs and support existing or additional full-time equivalent positions above fiscal year 2024 levels.
