S. 1958 — FORECAST Act

This section directs the Secretary of Commerce to exempt covered positions within the National Weather Service—specifically, job series 1340 (meteorology), 1315 (hydrology), or 856 (electronics technician), or any successor series—from any Executive order or memorandum imposing a federal hiring freeze due to their necessity for issuing weather and flood warnings, maintaining observational equipment, and protecting life and property. It requires implementation within 30 days of enactment; annual reports to Congress on staffing levels for those positions, beginning one year after enactment; and retroactive application to negate any job offers rescinded for such positions on or after January 20, 2025.
