S. 1965 — Protect Vulnerable Immigrant Youth Act

This section expands the exemptions from worldwide numerical limitations on immigrant visas under INA §201(b)(1)(A) to include special immigrant juveniles described in INA §101(a)(27)(J) (previously limited to those described in subparagraphs (A) or (B) (i.e., certain U.S. government employees abroad or religious workers)). (Special immigrant juveniles are children whom a state juvenile court has declared dependent due to abuse, neglect, abandonment, or a similar basis, with no viable reunification with one or both parents.) It also revises the employment-based fourth preference under INA §203(b)(4) to encompass such juveniles (previously limited to subparagraphs (A) or (B)). (Thus, special immigrant juvenile visas are no longer counted against the approximately 140,000 annual employment-based immigrant visa limit.)
