This section establishes a grant program, to be carried out by the Secretary of Transportation, for eligible entities—including states (i.e., the 50 states, District of Columbia, Puerto Rico, and U.S. territories), Indian tribes, and units of local government (including public agencies controlling public airports)—to fund highway or bridge projects eligible under 23 U.S.C., public transportation projects eligible under 49 U.S.C. ch. 53, or passenger rail projects eligible under 49 U.S.C. that connect to a public airport, are located on or within five miles of the airport, and reduce congestion, expand capacity, improve access to under-connected areas, or rehabilitate infrastructure (including bridges, tunnels, and rolling stock). Of amounts available each fiscal year, the Secretary must allocate at least 50% for projects connecting to large hub airports and at least 30% for projects connecting to medium hub airports (both as defined in 49 U.S.C. 47102). The federal share is determined under 23 U.S.C. 120 (generally 80% or 90% of costs, up to 95% in states with substantial federal or nontaxable Indian lands); non-federal share may include Transportation Infrastructure Finance and Innovation Act (TIFIA) credit assistance or passenger facility charges. Authorizes $1 billion annually for FY2027 through FY2031 from the Highway Trust Fund (other than the Mass Transit Account).
