This section authorizes the Secretary concerned to permit eligible members of the armed forces to participate in fellowships under the DoD SkillBridge program (i.e., internships and apprenticeships for transitioning service members in their final 180 days of service) with the personal office of a Member of Congress, a leadership office of the Senate or House of Representatives, or a congressional committee or subcommittee, for up to 180 days. The section requires (1) approval by the host office, committee, or subcommittee; (2) a limit of one participant per office, committee, or subcommittee at a time, except for up to 14-day overlaps during transitions; (3) consultation with the member's commanding officer on qualifications; (4) an orientation program—developed with the Assistant Secretary of Defense for Legislative Affairs—covering the legislative process, ethical guidelines, and congressional protocols; and (5) notification to that Assistant Secretary of each participant.
