S. 1981 — Strategic Grazing to Reduce Risk of Wildfire Act

This section directs the Secretary of Agriculture, with respect to National Forest System lands (as defined in 16 U.S.C. 1609(a)), and the Secretary of the Interior, with respect to public lands (as defined in 43 U.S.C. 1702), to develop—not later than 18 months after the date of enactment—a strategy, in coordination with grazing permit holders and in consultation with states, local governments, Indian Tribes, utilities, firefighting agencies, land management organizations, recreation and conservation groups, and other community members, to utilize livestock grazing as a wildfire risk reduction tool consistent with applicable laws. The strategy shall consider (1) grazing on vacant allotments during droughts, wildfires, or disasters; (2) targeted grazing to reduce hazardous fuels (including in the wildland-urban interface), cheatgrass, and other invasives; (3) technical assistance and temporary permits for such purposes; (4) postfire recovery; (5) advanced technologies such as virtual fencing; (6) avoiding conflicts with other land uses; (7) workforce development; (8) cooperative agreements (including good neighbor authority); and (9) other relevant authorities. This section does not affect existing livestock grazing programs.
